Setting the Bar: How Biden’s American Jobs Plan compares with CHARGE’s policy proposals

President Biden’s American Jobs Plan (AJP) shows that the administration shares CHARGE’s goal of meeting the challenge of climate change by electrifying America’s vehicle fleet in ways that sustain and create jobs, and address racial and social inequities. The AJP has many similarities to CHARGE’s proposals, and a few differences.

Public Transit

Like CHARGE’s transit proposals, the AJP includes investment in public transit in general, and specific investments and incentives to electrify buses in a way that protects and preserves jobs. However, the AJP omits investments in micromobility options like electric bike and scooter-share programs, does not explicitly target investments to benefit underserved communities, and does not include recurring operating funding that could immediately support more transit service.

 
 

Electric Vehicle Charging Infrastructure

The AJP’s core transportation de-carbonization strategy is the investment in 500,000 new EV chargers in the U.S. by 2030. The President's plan includes workforce-supportive provisions and additional support for innovation, but the CHARGE proposals include a lot more detail on how charging stations can be deployed to address social and racial equity, and support Smart Growth development that results in less car-dependency.

 
 

Medium and Heavy Duty Vehicles

Biden’s plan invests in clean heavy-duty vehicles – with a notable emphasis on buses - with intent to improve air quality in disadvantaged communities, support innovation and domestic manufacturing, and sustain and create jobs. CHARGE proposes to do more to facilitate a transition to zero-emission trucks, and implement policy changes – such as addressing weight restrictions that could impact increased deployment of heavier electric trucks – that will help to transition the market to clean alternatives.
